Carlos B. Carlos is a civil engineer and veteran executive with nearly three decades of leadership in construction, property development, and project management. As the current President and Chief Operating Officer of R-II Builders, Inc., Engr. Carlos oversees the company’s strategic direction, financial performance, business development, project execution, and client engagement—driving operational excellence and long-term growth.

Engr. Carlos began his career in 1995 as a Field Engineer and rapidly advanced through the ranks, bringing a sharp eye for detail, exceptional project leadership, and a strong grasp of technical and commercial construction management. Over the years, he has held senior executive roles in some of the Philippines’ most prominent real estate and development companies, including ETON Properties Philippines, Inc., Nuvoland Philippines Inc., Xcell Property Ventures Inc., TCC Capital Land Ltd., H.L. Carlos Construction, Inc., and Philippine Realty & Holdings Corp.

Engr. Carlos holds a Master of Science in Civil Engineering with a major in Construction Management from De La Salle University – Manila, where he also earned his Bachelor’s degree in Civil Engineering. He is a licensed civil engineer and an active member of the Philippine Institute of Civil Engineers.

Throughout his career, Engr. Carlos has invested in continuous learning, attending international seminars on FIDIC contracts, ISO standards, EPC delivery models, and advanced project management across Asia. His technical proficiency spans Construction & Project Management, Quality Assurance, Procurement, Concrete Technology, and Engineering Software such as MS Project and AutoCAD.

Engr. Carlos brings to R-II Builders not only deep technical expertise and proven operational leadership but also a vision for innovation, accountability, and sustained excellence in construction and development.

Right after completing his studies and acquiring his professional license in 1986, Engineer Tan jumpstarted his career as a civil engineer at the Department of Public Works and Highways.

Building progressively on competencies gained from his involvement in big-ticket projects—initially with government, and subsequently with private entities—Engineer Tan rose from the ranks of field and safety engineer to project superintendent, project-in-charge, senior engineer, project manager, and to vice president for operations.

The projects in his portfolio include several high-profile landmarks and engineering milestones:

  • One Roxas Triangle (Tower 1), a residential condo skyscraper located in Makati, Philippines, and one of the tallest buildings in Metro Manila. [Insert updated data on ranking.]
  • The second-longest bridge in the Philippines: Magat Bridge in Cabatuan, Isabela. A 975lm 2-lane reinforced concrete structure (featuring a 30-meter span precast and prestressed girders), the bridge serves as connecting passage over the Magat River between Cabatuan and Aurora.
  • Major fruit export facility Unifruitti Wharf and Cold Storage in Davao City. Run by one of the Philippines’ biggest banana exporters, Unifrutti Philippines, the facility is strategically located dockside for uninterrupted cold chain logistics.
  • The largest mosque in the Philippines: the Sultan Haji Hassanal Bolkiah Masjid, also known as the Grand Mosque of Cotabato. It features minarets that are 141 feet tall (43 meters or equivalent to a 15-storey building), topped by pilot’s lights to avoid aerial accidents at night.
  • Intel’s first facility in Intel Philippines’ newest manufacturing plant at the Gateway Business Park in General Trias, Cavite: the Intel CV 1-3 Facility.
